I was scratching my head on this too.  I just stumbled on it....instead of going to magic receipts-> submit, I opened the offer, and lo and behold, there's an icon to submit the receipt from within the offer.  I used the app, not my desktop.

Thanks to everyone for posting this deal.  Cheapest I could find in my area is $28.99.  Liquor is only sold in liquor stores in my state.
