I also received my $5.41 from CDC (around 2:30 PM on Tuesday)/

This offer seemed odd to begin with, and that is why I bought/submitted on Monday after OP.

For starters the name of it was WELCOME GIFT and that seemed strange.  Also I always sort by NEWEST FIRST, and this one was near the bottom of the whole list, so it is obvious it was an old offer that had the amount changed.

The time to get moneymaker deals is immediately, or at least I have learned that on my end after missing out on too many deals by waiting until the next day.

 I clipped the offer on Monday but it was gone yesterday just like many of us.  So, I was in Target 30 minutes ago, I scanned the Pillsbury cookie dough.  It appears the offer still available, expire 9/28.  So I purchased it and got paid &5.41 immediately.

@ChantillyLane thanks for the tip! I walked to my rite aid and they had it for 5.49. I scanned it and the offer matched. I got the email that it was received, hopefully my payout follows soon!
