I'm afraid that if you don't currently have the ANY RECEIPT offer it will do the same. So if you are not getting the offer at all, you would not currently have it, and if you just redeemed it and is hasn't redeemed, it would be a blank screen as well.
The only way to see if there is any benefit of using the email link would be to know you do have the offer in your gallery, and then use the link from the email. It should then take you to the offer. But would it take you to the actual offer if on the webpage? Who knows.
If you truly want to know if you have it, just search for ANY RECEIPT.
I hope they sort this out for those of you who have not gotten one in two months or more.

I have not shopped as many days this month, so respawning less times. I shopped on the 1st, 3rd, 8th, and 18th, so there were times the offer sat in my gallery for a while before redeeming, so that directly affects how many times it will respawn..
I checked my emails from Ibotta for 09/03 and none of them match the one you mentioned. I actually received FOUR emails from Ibotta on 09/03, but none reference Any Receipt. I even checked the emails before and after the 3rd.
It appears this is another offer that only some people get and I wasn't one of them. It has been months since I have had an Any Receipt.

I redeemed my last Any Item on 9/2. On 9/3, I received the name change email stating up to 8 times per month, but I haven’t had another Any Receipt. I have redeemed 107 offers in September. In the past, everyone did not receive these offers at the same time or at the same rate. I believe this is still the case.
@mmoore01 I got an email yesterday about Any Receipt along with another offer in the app. The email was titled “Reminder — earn on every receipt!”. I use Gmail and the email arrived in the Promotions tab. You may also want to check the spam and junk folders.
I have received the Any Receipt offer five times this month, and got the Any Item offer eight times in August. This is probably the most consistent offer I receive. There were several offers I didn’t receive in August like bonuses and FAOs that others mentioned on here. There are even some current FAOS mentioned in the last few days that I don’t have. I don’t know how Ibotta distributes offers but I don’t think it’s random. They are a marketing company and probably have a fancy “algorithm” for distributing offers. I’m just glad that I got the Any Receipt offers since that’s about the only ones I can complete.

I haven't heard anything about limitations on the Any Receipt offers, my guess is it's a gradual rollout or something. I'll mention it this week's recap so other teams are aware of it.

As mentioned when I first inquired, I have not seen a single "Any Receipt" offer since the name change on 3 Sep. My last "Any Item" was redeemed on 29 August so it's been a while...
My "Any Receipt" is only worth 2c anyway, so really no big deal. The only real value is that it counts as one offer towards a bonus. Again, no big deal.
Hello @Aangsparks!. It may not be a big deal to you that the "Any Receipts" count toward bonuses but it is to some of us!
Having it apply as an offer is the 'big deal' to most that are not getting them. Imagine if you were to get 3 in one week. That could help get a bonusr you wouldn't otherwise get.
Plus, not receiving any ANY REFEIPT offers, might mean missing out on up to or even over $1 in any given month It won't make you wealthy, but it is still $1.
And for many, it may just be the principle of the thing. Many of the folk were getting some AR offers at least before this all was rolled out, and they believed things would get better, but instead nothing.
