I did this in store today and the $3 Always applied to 1 item only. You must have gotten a cashier to override? Probably not something other users can likely replicate. My deal was -
$5.29 x 2 Kotex pads + $7.39 Always Wipes + $7.39 Always Wash = $25.36 - $3 Always Circle - $1 Kotex Circle = $21.36.
Used a $10 GC I earned from Shopkick = $11.36. Got back a $5 Target GC. $9 from Ibotta ($3+ $3+ $1 Always + $2 Kotex), 1500 pts ($1.50) from Fetch for buying 2 Kotex and $1 for submitting to Coupons dot com app for the 2nd pk of Kotex pads. I also do Brandclub and have several surveys that should credit for the Always ($3, $2.75) & Kotex ($3), which is a nice MM factoring in everything!

Technically, wording on this Target Circle offer doesn't say limit 1 item (for example, MFR coupon says on (1) item, and other % off Target Circle applies to many items).
But it seems like the offer is only applying to 1 item when you check out.

I tried that deal this evening. However, my Target in northern VA only gave one $3 from the Target circle, which wasn’t a good deal. I completed the purchase and took it to customer service , but they didn’t make any additional discount adjustments.
I returned the entire purchase.

Thanks @MelissaR. Target gave me a $5 off $30 purchase and I was struggling to reach that amount. The wipes were on my list already. I added Kotex liners to reach $30.
After Target Circle, the $5 GC, Fetch, Ibotta and cdc my cost was $2.27, and this includes food (Greek yogurt—no rebate).
