I saw the offer the other day, but I rarely buy toothbrushes, toothpaste or mouthwash at Walmart. I get these items from Walgreens for free.
There are some exclusions in the offer, but if you think an item should be included, I would scan the UPC twice in the app. Hopefully, the app will allow you to take a picture of the item and the barcode.
If Ibotta agrees that the item should be part of the deal, they will let you know it was approved.
Which items did you scan? Like @mmoore01 mentioned, you can scan the UPC codes and submit to Ibotta. Plus there are always deals for free items almost every week at Walgreens or CVS. Unless you don’t have those stores nearby.

I do agree that it can be difficult to coupon at Walgreens. But over time, I have learned how to get the most from them.
I have found that Walgreens Customer Support is great. If a digital coupon doesn't show up on my receipt or I don't get the Register Rewards I should have, I call them and they add Walgreens Cash to my account. And it doesn't hurt that I make $4-$5 a month in Walgreens Cash for riding my bike a couple of times a week.
I scanned several tubes of toothpaste yesterday and only one matched. It does not state that Pro Health is excluded, but perhaps it is since there is a separate rebate for it.
I regularly get free toothpaste at CVS, so I would only buy at Walmart if they worked out to be free.
