Uninstall/reinstall app
I do uninstall and reinstall the app if I keep receiving the error after 30 minutes or so. It does help sometimes, but then I start getting the error again on later submissions. I did uninstall and reinstall today. But it still took a total of over 2 hours and over 40 tries to get the receipt successfully submitted.
It looks like I will just have to do a combination of all of these troubleshooting tips whenever I get this error. Good thing I'm persistent when I want something to work. 😀
I will definitely update when I hear back from the Help desk if they have any suggestions that make my receipt submission consistently successful.

I have a iPhone 13 on iOS 15.5. I’ve noticed when the cell signal is very weak and you’re connected to Wi-Fi, the phone shows intermittent connectivity issues. Instead of using the strong Wi-Fi signal, it uses the weak cellular signal.
This is just me thinking out loud. To test the theory, I’d suggest submitting a receipt when you have a strong signal with full bars. If you already have with no luck, then I’m at a loss.
After Icequeen and Rickibotta responded, I went outside my house and tried submitting outside alternating with the wi-fi on and off and the location on and off. I was able to get 3 bars on my cellular signal while outside my house. I have 1-2 bars inside my house.
I'll have to walk around the neighborhood to find 4 bars somewhere and try on my next submission.
