I am not having a problem with the Ibotta app, but maybe it is now working.
I have seen something like this when the Internet connection is bad. I believe it was when I was using a store's wifi.
Of course, there is a solar storm set to hit Earth today. Maybe it is messing with the Internet in some locations.
